Ministry of Labor Programs in Spain Customized Training Program

SpainExchange designed and implemented the training program entitled Ministry of Labor – Bulgaria developed for a delegation of 8 Bulgarian government officials. The training event sponsored by World Learning, Inc. and funded by USAID took place in the City of Madrid from June 1st to the 7th of 2003.

The training program was designed by the managing director of SpainExchange and implemented with the assistance of a program facilitator, Ms. Veronica de Frutos, a young professional in the field of labor law and management, who accompanied the participants to all sessions and maintained program focus and continuity.

All the requirements of the Request for Training Proposal were met. The overall objective of the program was accomplished through institutional site visits, lectures, and meetings with Spanish officials and professionals. All institutions visited provided the participants with informational materials in various formats for their review at a later time. Additionally, a selection of Spanish laws applicable to the theme and the objectives of the training were forwarded to the participants’ training funding office for their review and translation.

As required in the Request for Training Proposal, several institutions were visited. These included the National Employment Institute, the Regional Employment Office in Madrid, the Social Security General Treasury; the Spanish Labor Inspectorate and the Directorate of Labor and Social Statistics of the Ministry of Labor and Social Affairs. Several lectures by professionals in the field of Employment, Labor, and Social Policies were presented followed by a question and answer period and debate. The training program concluded with an Action Plan workshop and an evaluation session led by the director of SpainExchange.

A participative methodology was used. The participants were encouraged to interact with the speakers asking questions and engaging in dialog not only during the lectures but during the institutional visits as well. The participants had the opportunity to ask specific questions and receive recommendations to their concrete problems from the Spanish experts.

The Bulgarian delegation returned to their country with current, detailed, and practical information regarding Ministry of Labor programs and issues. The lessons learned in Spain helped contribute to the advancement of their organizations, local communities, and country.
