Two of the most important services in Kazakhstan are water and electricity. These are the lifeblood of the country without which life will be hard to live. Water, for instance, is used for agriculture to produce subsistence crops, for the industry to make goods of economic value, and for the households for drinking and other purposes. The government oversees the water supply system and undertakes programs to improve the system through (a) the reconstruction of old and dilapidated pipelines, (b) improvement of access to safe drinking water, (c) sustainability in the use of water for industrial and household purposes, and (d) increased awareness on water-related environmental issues. The government also concentrates on many rural areas where access to safe drinking water is a main concern, and where water running through old pipelines is largely blamed for the spread of water-borne ailments. The government also oversees electricity generation from coal-fired plants and hydropower or hydroelectric plants, to provide power through the electricity grids in the northern and southern Kazakhstan. The government has tapped the World Bank to link these grids to assure businesses and households in the country sufficient access to cost-effective and reliable electricity.

On telecommunications, the government is rehabilitating an outdated telephone system to improve fixed line connections and mobile phone usage. The broadcast media is served by 60 AM and 18 FM radio stations, and 12 television stations, excluding nine repeaters. Transportation is served by 95 airports, five heliports, 13,700 kilometers of railways, 91,563 kilometers of roadways, and seaports and terminals in Aktau, Atyrau, Oskeman and Pavlodar.
