California State University, East Bay (Cal State East Bay, CSUEB) is a public university serving the East Bay region of California, United States. It was founded in 1957 as the State College for Alameda County and today has two locations: the main campus in Hayward and a centre in Concord, both reachable by public transport including BART. Its 15 athletic teams compete in NCAA Division II, and the university states that it was named to the 2026 Forbes America's Top Colleges list.

The university offers 49 bachelor's degrees, 57 minors, 34 master's degrees, 28 credentials and certificates and one doctoral degree, taught through four colleges:

  • Business and Economics
  • Health
  • Letters, Arts and Social Sciences
  • Science

Online programmes and more than 40 continuing-education degree and certificate programmes are also available. An International Admissions Office handles applications from abroad; all applicants must show English proficiency, and those who need more English can take the Intensive English Program at the university's Global Academy. International undergraduates can apply for Global Scholarships, and students can live on campus or find off-campus housing. The university warns that it has no connection with an organisation called "East Bay University".

Programmes

Cal State East Bay offers 49 bachelor's degrees and 57 minors, with flexible formats and transfer-friendly pathways. Undergraduate study is organised in four colleges:

  • College of Business and Economics
  • College of Health
  • College of Letters, Arts, and Social Sciences
  • College of Science

Some programmes are available online, and the university also runs a Pre-professional Health Academic Program (PHAP).

Graduate programmes

The university offers 34 master's degrees, 28 credentials and certificates and one doctoral degree. Business programmes include:

  • MBA, including a one-year Accelerated MBA
  • MSBA and MSMA
  • MS Accountancy

The Office of Graduate Studies advises prospective and current graduate students.

Admission

Applicants from abroad apply through Cal State Apply and are handled by the International Admissions Office; applications for Spring 2027 are open. All international applicants must prove their English proficiency.

To receive an I-20 (F-1 visa) or DS-2019 (J-1 visa), applicants must submit proof of funding in English: an official bank statement or bank letter, issued within the last 12 months, showing at least the estimated total cost of one academic year. An extra US$5,000 is required for a spouse and for each child.

Language requirements

Minimum English test scores (undergraduate / graduate):

  • TOEFL iBT taken on or after 21 January 2026: 3.5 / 4.0
  • TOEFL iBT taken before 21 January 2026: 61 / 80
  • IELTS Academic: 6 / 6.5
  • Duolingo English Test: 95 / 105
  • PTE Academic: 44 / 58

Scores are valid for two years. The requirement is waived for applicants educated in listed English-speaking countries. Students whose English is not yet sufficient can join the Intensive English Program at the Global Academy.

Fees

Estimated costs of one academic year (two semesters) of full-time study for international (non-resident) students beginning in spring 2027:

  • Undergraduate (15 units per semester): tuition and fees US$24,496; total with health insurance and living expenses US$44,505
  • Graduate (9 units per semester): tuition and fees US$18,793; total US$38,802
  • Graduate business programmes (MBA, MSBA, MSMA): tuition and fees US$24,895; total US$44,904

Health insurance is estimated at US$1,500 and living expenses at US$18,509 a year. All fees are estimates and may change.

Scholarships and financial aid

Undergraduate international students (F-1 visa) can apply for Global Scholarships for the 2027-28 academic year; the application portal is expected to open late in the fall semester.

  • Global Excellence Scholarship: full non-resident tuition waiver (over US$14,000 per year), renewable for up to four years; minimum GPA 3.3 for freshmen and 3.5 for transfer students
  • Global Honors Scholarship: one-year awards of US$2,900 or more
  • Pioneer Scholarships: merit-based awards for international students
  • Study California Scholarship: US$1,000 for up to three continuing international students
