California State University, Fresno (Fresno State) is the main public university of California's Central Valley, founded in 1911 and located in the heart of the state's agricultural region, near the Sierra Nevada. It is classified as an R2 doctoral university with high research activity and is accredited by the WASC Senior College and University Commission, which reaffirmed its accreditation for 10 years. According to the university, Washington Monthly ranks it second nationally for value.

Its eight schools and colleges offer 74 bachelor's degrees, 49 master's degrees and three doctoral programmes with an emphasis on hands-on learning, from a campus farm to field research in Sequoia National Park and Morro Bay. More than 80% of students receive financial aid, and the university competes in NCAA Division I.

International students (F-1 or J-1 visa) apply through Cal State Apply with a non-refundable US$70 fee; separate routes exist for freshmen, transfer and graduate students, exchange students and the American English Institute (AEI), which also offers conditional admission. Freshmen need proof of English such as TOEFL iBT 61, IELTS 6.0 or Duolingo 100. Applicants outside the US must apply by 1 July for the fall semester, and all applicants by 1 November for spring. For Spring 2027, first-time freshman admission is open only to international applicants.

Admission Requirements

International freshmen (F-1 or J-1 visa) submit:

  • A Cal State Apply online application (or the paper application) with a non-refundable US$70 fee
  • Official English proficiency scores
  • High school transcripts or mark sheets with literal English translation, and the graduation certificate
  • A copy of the passport
  • Optionally, a personal statement and recommendation
  • A financial document (no older than six months) and an affidavit of support covering at least one school year

Deadlines: for fall, 1 July for applicants outside the US and 1 August for those in the US; for spring, 1 November. Unofficial documents are emailed to the international admissions officer.

Language Requirements

Accepted English proficiency results for freshmen include:

  • TOEFL iBT: 61 (new TOEFL from 21 January 2026: 3.5)
  • IELTS: 6.0, or 5.5 in each section
  • Duolingo: 100
  • PTE: 45
  • SAT Reading and Writing 550, ACT English 22 or AP English 3
  • Advanced level at Fresno State's American English Institute or set levels at partner language schools

Applicants with three years of US high school or of full-time study in English in listed countries are exempt.
