Frostburg State University (FSU) is a university in Frostburg, in the mountains of Western Maryland, within reach of Washington, D.C., Baltimore and Pittsburgh. Founded in 1898, it belongs to the University System of Maryland and is accredited by the Middle States Commission on Higher Education. In autumn 2025 it had 3,436 undergraduates, 548 graduate and 81 doctoral students, with a student-to-faculty ratio of 13:1. Programmes are also offered in Hagerstown and other Maryland counties and online.
FSU has 47 undergraduate majors, 14 graduate programmes, including education, business, biology, computer science, counseling psychology and physician assistant studies, and an online Ed.D. in Educational Leadership.
The Center for International Education supports students on F-1 and J-1 visas with immigration documents and arrival. Exchange students can choose classes from 80 programmes of study, and FSU takes part in the BridgeUSA exchange visitor programme. First- and second-year students must live on campus, in about a dozen residence halls. The Harold R. Rowe International Scholarships are available to international students.

Graduate applicants also submit proof of a bachelor's degree, a qualifying GPA and GRE/GMAT scores if the programme requires them. International students cannot use payment plans.

- iTEP: 3.6 (no sub-score below 3.5) / 4.5

Exchange students need TOEFL 3.5, IELTS 5.5 or TLC Level 7. The requirement may be waived for students whose primary language is English.
All first-year and second-year students must live on campus. Students choose from about a dozen residence halls and a range of special interest housing programmes; the Residence Life Office is in Pullen Hall.
