The Institut national des sciences appliquées de Rouen Normandie (INSA Rouen Normandie) is a public engineering school in Saint-Étienne-du-Rouvray, on the Madrillet campus near Rouen in Normandy, with a branch in Le Havre. It is part of the INSA Group and awards the INSA engineering degree, co-accredited master's degrees in science, technology and health, and PhDs.

Students can enter after secondary school for a five-year engineering course or join later stages after two years of higher education. Options for international students include:

  • International Bilingual Section, where half of the first two years is taught in English
  • Engineering specialisations in seven departments, open to exchange students from the fifth to the tenth semester
  • Double degrees with partner universities (over 100 agreements)
  • English-taught MSc programmes in Aeronautical and Mechanical Engineering and in Artificial Intelligence for Business

The standard first-year stream requires French at C1 level. Degree-seeking international students apply through the INSA Group Admission Service (SAGI). The school runs five residence sites with room for nearly 760 students, and international students get priority for a place.

Programmes

The five-year INSA engineering degree starts with a two-year undergraduate cycle, either the standard French-taught stream or the International Bilingual Section (half in English, preceded by a three-week Welcome Program). Years 3 to 5 are spent in an engineering specialisation:

  • Mechanical Engineering

Graduate programmes

Co-accredited master's degrees (with the Université de Rouen Normandie) in science, technology and health; students can enter a research master after a first master's year:

  • Data science and engineering

English-taught MSc programmes: Aeronautical and Mechanical Engineering (MSc AME) and Artificial Intelligence for Business (MSc AI4B). Doctoral students are enrolled in three doctoral schools of Normandie Université.

Admission

  • Degree-seeking students (first year or master's level) apply through the INSA Group Admission Service (SAGI); residents of the 69 countries covered by Campus France's "Études en France" procedure also follow that procedure
  • Exchange and double-degree students are selected and nominated by their home university the year before the exchange, then complete an online application in French or English
  • Admission depends on available places, the student's project and motivation

Language requirements

The standard French-taught first-year stream requires French at CEFR level C1; the International Bilingual Section teaches half of the course in English. Exchange students provide a proof of French or English proficiency on the school's template, depending on the language of their courses.

Fees

Annual enrolment fees for the 2025-26 academic year (set by the French Ministry):

  • EU/Swiss nationals and other exempt groups: engineering degree €618, master's €250, doctorate €391
  • Other international students: engineering degree years 1-2 €2,850, years 3-5 €3,879; master's €3,879; doctorate €391

Non-EU students newly admitted to the first year through the international "welcome program" pay the EU rate. Students in initial training also pay the CVEC student contribution (€103).

Housing

INSA Rouen Normandie manages five residence sites near the Madrillet campus, with room for nearly 760 students; first-year, scholarship and international students have priority. Accommodation is in furnished single or double studios with kitchenette and bathroom (in double studios each student has a private bedroom), and each residence has laundry and common rooms. In Le Havre, the AHLOET association helps students find private housing.
