The Royal University of Bhutan (RUB) was established on 2 June 2003 by Royal Decree to provide tertiary education in Bhutan, bringing the country's previously independent tertiary institutions together in a federated system. It comprises nine constituent colleges and two affiliated private colleges, each with academic autonomy under shared governance and quality assurance. The Office of the Vice Chancellor is in Lower Motithang, Thimphu.
Programmes are delivered by the colleges and cover education, business, science, technology, engineering, the humanities and the social sciences. Examples include:
- Bachelor of Arts in Economics and Political Science
- Bachelor of Science in Data Science and Data Analytics
- Bachelor of Science in Physics, Mathematics, Chemistry or Life Science
- Bachelor of Education programmes for secondary school teachers
- Postgraduate diplomas in Education and in Contemplative Counselling Psychology
- Postgraduate Certificate in Higher Education
Admission is through an annual online application in which applicants log in with their Class XII index number and Bhutanese citizenship ID (CID). They first apply for Government Scholarship places and may then apply for self-funding places, and selection follows a merit ranking. Seats, entry requirements and fees vary by college.

Admission
Admission to RUB colleges takes place once a year through an online system. Applicants log in with their date of birth, Class XII index number and citizenship ID (CID) number, after reading the Instructions to Applicants.
- First, an application for Government Scholarship places in eligible programmes
- Then, optionally, an application for self-funding places
- Selection by merit ranking, which applicants can check online
