Pennsylvania Western University (PennWest) is a public, multi-campus university in western Pennsylvania, in the United States. It was formed in July 2022 when three universities that opened in the 1800s, California, Clarion and Edinboro, came together. Today it teaches on these three campuses and through Global Online programmes. PennWest California is about an hour from Pittsburgh; PennWest Clarion is in the Allegheny Plateau region and has small classes; PennWest Edinboro is a college town 20 miles from Erie, next to a 250-acre lake.
The university offers over 160 programmes at undergraduate and graduate level, on campus, online or in a blend of both.
International undergraduates apply online or through the Common App, with secondary school transcripts, passport details and an English test such as TOEFL (61), IELTS (5.5) or Duolingo (90). International first-year students are eligible for housing and need-based scholarships, and an academic scholarship for students with at least a 2.5 GPA reduces tuition to the rate paid by non-resident Pennsylvanians. An International Club connects students from abroad.

International first-year applicants apply to the campus of their choice (California, Clarion, Edinboro or Global Online) through the PennWest application or the Common App, and submit:
- The online application and a US$35 fee
- An official high school transcript and, if applicable, official exam results, diploma or proof of graduation
- An official English proficiency score
- Passport information
- An Affidavit of Financial Support for the F-1 visa
Admission is based on academic coursework and test scores; the personal essay, activities and recommendation letters are also considered if submitted.
Minimum English scores for full undergraduate admission: TOEFL 61, IELTS 5.5 or Duolingo 90. The GTEC CBT, Pearson Test of English and STEP-EIKEN are also accepted.
International undergraduates with a minimum 2.5 GPA (on a 4.0 scale) can receive an academic scholarship that reduces tuition to the rate paid by non-resident Pennsylvanians; it is kept as long as a 2.5 GPA is maintained. International first-year students are also eligible for need-based scholarships. Graduate students can apply for paid graduate assistantships (10, 20 or 30 hours per week). Only a very limited number of on-campus jobs are open to F-1 students.
