Samar State University (SSU) is a state university in Catbalogan City, in the province of Samar, Philippines. It traces its origins to the Samar Trade School, established in 1912 as the laboratory shop of the Samar Provincial High School. The school became the Samar School of Arts and Trades in 1959 and later the Samar State Polytechnic College, and on 7 August 2004 Republic Act 9313 converted it into Samar State University, integrating the Wright Vocational School in Paranas.

Today SSU teaches tertiary, master's and doctoral students. Its main campus is in Barangay Guindapunan, Catbalogan City; the Mercedes Campus houses the College of Fisheries and Marine Sciences, and there is also a campus in Paranas. Programmes mentioned on the site include engineering (such as the Bachelor of Science in Electrical Engineering), environmental science and public administration, and the university runs the Samar Island Institute of Medicine. In the 2025 UI GreenMetric ranking, SSU placed 8th in the Philippines and 361st worldwide, according to the university.

Students can live in on-campus dormitories at the main campus and at Mercedes Campus, and the university lists private boarding houses near the main campus.
