Empire State University (SUNY Empire) is the online university of the State University of New York (SUNY), founded in 1971 and based in Saratoga Springs, New York (United States). It is institutionally accredited by the Middle States Commission on Higher Education (MSCHE).
SUNY Empire offers more than 120 online programmes: undergraduate and graduate degrees, certificates and microcredentials. Many students are adults (81% of undergraduates are over 25), and more than half receive credit for prior learning, such as transfer credits, work experience or licences.
For international students there are two routes:
- Studying any 100% online degree or certificate programme from their home country
- Classroom-based programmes through the Center for International Education at partner locations in Albania, the Czech Republic, the Dominican Republic, Greece, Lebanon and Turkey
The university cannot issue the I-20 form needed for an F-1 student visa, so it is not an option for studying in the United States in person.

SUNY Empire uses a single application for associate, bachelor's, master's and doctoral studies. International students can apply to any fully online programme; the university cannot issue I-20s for F-1 visas. Applicants submit proof of English proficiency if their first language is not English, and an evaluation of foreign educational documents by an approved evaluation service, sent directly to the university. Prior learning, such as transfer credits and work experience, can be counted towards a degree.
