Plymouth State University (PSU) is a member of the University System of New Hampshire, located in the town of Plymouth in central New Hampshire (United States), at the gateway to the White Mountains and the Lakes Region and about two hours from Boston. Founded in 1871, it has a 170-acre campus and is accredited by the New England Commission of Higher Education (NECHE). The student-to-faculty ratio is 17:1, and students come from more than 25 countries.

Teaching follows PSU's Cluster Learning Model, in which students and faculty from different disciplines work together on real-world problems. Undergraduate majors range from business, computer science and cybersecurity to meteorology, nursing, adventure education, environmental science and art and design. PSU also offers five three-year, 96-credit Applied Bachelor's degrees, as well as master's degrees, the Doctor of Education (EdD) and the Doctor of Physical Therapy.

International applicants use the Common Application and need proof of English proficiency (TOEFL, IELTS or Duolingo); admission is test-blind, so SAT or ACT scores are not used. All students are considered for a merit scholarship based on their GPA, and most students live on campus, in residence halls such as Langdon Woods and Merrill Place.

Applications for graduate programmes are accepted year-round; the DPT and the professional Athletic Training programme use PTCAS and ATCAS.

Admission Requirements

International undergraduate applicants submit:

  • The Common Application
  • Notarised copies of high school and/or college transcripts, in English and showing a 100-point or 4.0 GPA; other transcripts need translation and a course evaluation (TEC is recommended)
  • A copy of a valid passport (and of a current US visa, if already in the US)
  • Proof of English proficiency if English is not the native language

Applicants who meet the criteria receive a conditional acceptance and then provide the International Financial Certification Form and notarised bank statements. PSU is test-blind and does not use SAT or ACT scores.

Language Requirements

Applicants from countries where English is not the primary language must prove English proficiency. Minimum scores for direct entry into a degree programme:

  • TOEFL: 71 (online) or 530 (paper)
  • IELTS: 6.0, with no band below 6.0
  • Duolingo English Test: 100

English proficiency waivers are considered case by case.

Fees

Estimated undergraduate direct costs for the 2026-27 academic year (full-time; rates to be finalised after the June 2026 board meeting):

  • Tuition and mandatory fees: US$15,444 (New Hampshire residents) or US$26,872 (out-of-state)
  • Room and meals: US$14,008 (double room and unlimited meal plan)
  • Total billed costs: US$29,452 (NH residents) or US$40,880 (out-of-state)

The site does not list a separate rate for international students.

Financial Aid

All students, including international applicants, are considered for a merit scholarship based on their GPA at the time of admission; standardised test scores are not used. Merit scholarships are renewable at the awarded amount for a total of eight full-time semesters. According to PSU, all incoming undergraduate students receive some financial aid.

Housing

Residential Life & Dining Services runs the on-campus residence halls, including Langdon Woods, a LEED-certified hall, and the new Merrill Place Residence Hall, and offers living and learning clusters. According to PSU, 97% of students live on campus or within one mile. Residential Life also welcomes transfer and international students, and campus dining is part of the housing offer.
