The Royal University of Phnom Penh (RUPP) is a public university in Phnom Penh, Cambodia, located on Russian Federation Boulevard; the university describes itself as the country's oldest and largest public university. It opened on 13 January 1960 as the Royal Khmer University. Formal education stopped under the Khmer Rouge regime between 1975 and 1979; the university was rebuilt from 1980, became Phnom Penh University in 1988 and took its current name in 1996.

RUPP offers bachelor's, master's and doctoral programmes and has offered master's degrees since 2001. Its research focuses include STEM and technology, environmental and climate change studies, and Khmer language and social sciences. The university also hosts the National Incubation Center of Cambodia, a University-Industry Cooperation Center and two international cooperation centres, the Cambodia-Japan and Cambodia-Korea Cooperation Centers. The main building of the IFL, completed in 1972, was designed by the Cambodian architect Vann Molyvann.

RUPP has offered master's degrees since 2001 and also runs doctoral programmes. Examples from the Graduate School of Science:

  • Master of Environmental Engineering (first cohort, admission with entrance exam)
  • PhD in Physics: 10 places for the 2026-27 academic year, 4 of them with full tuition scholarships
