Founded in 1991 as the Université de Cergy-Pontoise, it became an experimental public institution in 2020, in close partnership with ESSEC Business School and the CNRS, and gained "grand établissement" status in 2025. It teaches more than 26,000 students, from first year to doctorate, including 4,764 international students. Its main campus is in Cergy-Pontoise, with further sites in Saint-Germain-en-Laye, Gennevilliers, Versailles, Paris, Pau and other towns.

Programmes cover arts, literature and languages; law, economics and management; humanities and social sciences; and science, technology and health. The university includes the CY Tech engineering school, a design school, a gastronomy and hospitality school and a university institute of technology (IUT).

Some programmes are taught entirely in English or Spanish, including a law degree with a Spanish and Latin American law track. The university offers double degrees with foreign partners (among them a physics master's with the University of Zaragoza) and is a member of the EUTOPIA European university alliance. International students can take French courses at the Centre de langue française and use an International Welcome Desk; the university holds two stars in the Bienvenue en France label until 2029.
