Delaware State University (DSU) is a historically black university (HBCU) in Dover, Delaware, founded in 1891 as the State College for Colored Students and one of the country's first land-grant institutions. Its 356-acre suburban campus is a short drive from Philadelphia, Baltimore and Washington, D.C. In fall 2024 it had 6,280 students from 39 states and 34 countries, and a student-to-faculty ratio of 17:1.
DSU offers 9 associate and 46 bachelor's degree options, 26 master's and 7 doctoral programmes, organised in colleges including:
- College of Agriculture, Science & Technology
- College of Humanities, Education & Social Sciences
- College of Business
- Wesley College of Health & Behavioral Sciences
Programmes range from aviation to studio art, and some degrees are offered online through eHBCU. International students can study for a degree or join the non-degree USA Culture Enrichment Program; the Office of International Affairs supports them and matches each new student with an ambassador. Applicants without a TOEFL or IELTS score can meet the English requirement through the university's English Language Institute. On-campus housing ranges from traditional residence halls to suites and apartments.

International applicants should start the process at least 90 days before classes begin. Steps:
- Apply online
- Have transcripts evaluated course by course by WES or ECE, sent directly to the Office of Admissions
- Send English test scores (TOEFL, IELTS, SAT, ACT or the DSU ELI certificate) if English is not the country's native language
- Submit an I-20 application, a financial statement for F-1 students and an affidavit of support to the Office of International Affairs
Applicants with a GED can also be considered. Graduate applicants apply through Graduate Admissions.
Applicants from countries where English is not the native language must submit one of:
- TOEFL: 79 or higher
- IELTS: 6.5 or higher
- SAT: 800 or higher (math and critical reading combined) or ACT: 17 composite
- Certificate from DSU's English Language Institute (ELI), which can replace TOEFL or IELTS
DSU offers on-campus housing for new, returning and transfer students; 44% of students lived on campus in fall 2024.
- First-year halls: Meta V. Jenkins Hall and Medgar W. Evers Hall (traditional), Warren-Franklin Hall (suites), W. Richard Wynder Hall for honours students
- Tubman-Laws Hall, opened in 2019, with furnished semi-suites and suites for up to 600 students
- Upper-year options: Living & Learning Commons, University Courtyard Apartments and University Village Apartments, which also house graduate students
Meal plans give access to an all-you-care-to-eat dining hall and other outlets.
