Metropolitan State University (Metro State) is a comprehensive university in the Twin Cities of Minnesota (United States), established in 1971 and a member of the Minnesota State higher education system. It serves more than 8,000 students at three locations: the Saint Paul campus, the Management Education Center in Minneapolis and the Public Safety and Police Science Center in Brooklyn Park.

Metro State offers more than 60 undergraduate and more than 20 graduate programmes, including individualized studies in which students design their own bachelor's or master's programme. Fields include:

  • Business, accounting, finance and management information systems
  • Computer science, cybersecurity and data science
  • Nursing, dental hygiene and advanced dental therapy
  • Criminal justice, public safety and alcohol and drug counseling
  • Liberal arts, communication and creative writing
  • Urban education and teacher preparation

International students from more than 50 countries study at Metro State, supported by International Student Services. Undergraduate applicants show English with, for example, IELTS 5.5, TOEFL 61 (3.5 on the new scale) or Duolingo 95. Many programmes can be completed fully online, but the university cannot provide educational services to students physically outside the United States.

Admission Requirements

  • Online application to Metro State; deadlines are the last date to apply, so applying early is advised
  • Official transcripts sent directly to International Student Services, with official English translations
  • Foreign secondary transcripts evaluated by an accredited agency (e.g. The Evaluation Company, ECE, WES), showing at least a U.S. 3.0 GPA equivalent; foreign university coursework needs a course-by-course NACES evaluation (minimum 2.0)
  • IB full diploma with grades of 4 or above, or Cambridge O/A-Level reports, are accepted
  • Proof of English proficiency

The university cannot provide educational services to students physically outside the United States.

Language Requirements

Undergraduate applicants meet one of: TOEFL iBT 3.5 (new scale) or 61 (tests before 21 January 2026), IELTS Academic 5.5, Duolingo 95, PTE 50, Michigan English Test 56, ELS Level 112, SAT Critical Reading 570 or ACT English 24. Exemptions include graduation from a U.S. high school, 16 U.S. college credits with a 2.5 GPA, graduation from an English-medium school or university with a 2.5 GPA (with a letter from the school), a U.S. associate or bachelor's degree, or citizenship of a listed English-speaking country.

Fees

Fall 2026, Spring 2027 and Summer 2027 base tuition per credit: $322.00 undergraduate and $590.42 graduate ($1,185.31 Doctor of Nursing Practice, $1,205.58 DBA). Some programmes add differential tuition (for example nursing, dental hygiene and natural sciences), and standard course fees of $42.30 per credit apply to all courses. The page does not state a separate rate for international students; tuition is subject to change by the Minnesota State Board.
