Truman State University is a public university in Kirksville, in northeast Missouri (United States), founded in 1867. Its undergraduate education is grounded in the liberal arts and sciences, complemented by selected pre-professional, professional and master's programmes. The student-to-faculty ratio is 13:1, and there are more than 200 clubs and organisations. According to the university, U.S. News and World Report rates Truman the top public university in the Midwest region.
The programme catalogue lists 51 majors, 74 minors and 12 master's degrees. Majors range from accounting, business and computer science to biology, nursing, music, modern languages and the social sciences; master's programmes include accountancy, education, data science and communication disorders.
International students can enrol as degree-seeking freshmen, transfers, or visiting and exchange students. Applicants without proof of English proficiency can be admitted conditionally and complete an English programme at The Language Company on the Truman campus. International undergraduates are automatically considered for merit scholarships, which more than 90% of them receive. First-year students live on campus with a meal plan.

Online master's degrees (applied behaviour analysis, counselling, data science and analytic storytelling, English, gifted education, leadership) are not open to applicants living outside the United States. Graduate teaching and research assistantships are available.
Undergraduate international applicants (freshmen, transfers, visiting and exchange students):

A CV, essay or portfolio is optional and only used for scholarships. Nursing has a separate application. Graduate applicants complete the Graduate Application plus programme requirements.
Minimum overall scores: TOEFL iBT 81 (or 4.5 on the 1-6 scale), IELTS 6.5 (7.0 for Nursing) or Duolingo 120, or an equivalent measure. English Composition credits from a US university also count, and waivers exist for students who completed most of their secondary schooling in an approved country.
Applicants without proof of English can apply as conditional students and must complete a Level 9 certificate at The Language Company or an approved ESL programme in the US first (not available to visiting and exchange students).

International undergraduates are automatically considered for merit scholarships when they apply; more than 90% receive one, worth up to 50% of tuition or more.
- Presidential Honorary Scholarship: renewable for up to 8 semesters with a 3.25 GPA and 4 hours of university service per week
- IB Diploma Scholarship: US$2,000 per year for up to 4 years
- A-Level Scholarship: US$2,000 per year for grade B or higher in at least three A-Levels
Visiting and exchange students are not eligible for merit scholarships.
First-year students must live on campus and have a meal plan unless they qualify for a residency waiver. The cost estimate for international students (US$13,034 for 2026-2027) is based on a double room in Missouri Hall and the 21-meals-per-week plan.
